J. Stephen Dougherty

September 3, 1952 - July 27, 2020

J. Stephen Dougherty, 67, passed peacefully on Monday, July 27, 2020 at Hope Hospice, Cape Coral, FL. Steve was born in Philadelphia, to the late John F. and Mary Ellen (Gallagher) Dougherty.

Though he grew up in various places in Pennsylvania, Pittsburgh was one of his favorites. His family moved to the Berks County area where he graduated from Holy Name High School in 1970. He served in the United States Air Force as a Law Enforcement Specialist, resulting in an Honorable Discharge in 1973. On July 5, 1975, he was hired by the Spring Township Police Department as a Police Officer. He spent the next 27 years of his life truly believing in the concept of protecting and serving. He earned an Associate Degree in Community Services from Penn State University in 1982. Steve retired from the police department in November 2002. He relocated to Cape Coral, Florida, decided he needed to continue to provide some kind of meaningful contribution and eventually was hired as Student Affairs Specialist at Fort Myers Technical College. He was continually amazed in the nine years that followed, that every once in a while, a person could still make a positive difference in someone’s life.

Steve is survived by his loving wife Ann (Mikos); ex-wife Karen; 3 daughters, Melissa Moser, Margaret Campbell (wife of John P.), Katherine Orth (wife of Zachary R.); 7 grandchildren; sister Kathleen; lifelong friend and brother Peter Fedorowich; Barney, a 60 lb. basset hound/bulldog mix; and two persnickety cats.

Services will be private.

Mullins Memorial Funeral Home & Cremation Service, Cape Coral, is entrusted with final care.

Such a good man with a very big heart, tough guy exterior, but a teddy bear deep down. He was passionate about doing what was right and following the rules. He will certainly be missed at FMTC and it just isn’t the same without him on campus. We all miss him and are praying for his family.

Steve was the first member of STPD that introduced himself to me when my husband joined the police department. I had forgotten about Steve and his then wife (Karen) having invited us to their home for dinner (when the kids were still small). I recall how sweet he and how attentive he was when they asked him a question or wanted his attention.

Beyond that tough guy exterior was a man who stood strong in his beliefs and values. He was a prankster, fun loving and always kind to us both. THANKS STEVE, for making the policemen balls fun and memorable at our table.

  16. Ann Marie Tutay Jul 30, 2020 at 5:03 pm

Dearest Ann, Meg, Melissa & Katherine, So very sorry to learn this. about Steve. It broke my heart when I saw the passing posted this morning. Steve and I worked together at the District Attny’s office in Berks County, PA. He often spoke proudly of his 3 daughters and was a well respected member of our team. He was always smiling, telling jokes and trying to stay out of trouble. LOL He was a really funny co-worker!
Ann, I am so very sorry for this tragic loss. Please know that you and the entire family are in our prayers. He will be greatly missed. Jes

His impact on us is everlasting. Wrap your arms around yourself and squeeze a great big hug from me. In the quiet moments, listen to your memories of his booming voice telling you he loves you and see his twinkling eyes smiling at your beautiful soul. I Love You!

Steve was the first officer I met. I went to the police officer’s door for my interview. Steve opened asked me what I wanted. I said I was there for my interview he said as a paid observer you should have seen the signs and closed the door on my face. I got hired and was partnered with Steve. He gave me my nick name and I was given numerous awards on my locker from going above and beyond in my odd way of doing the job lol.

Steve, a loss too soon. So many memories of the early days in my law enforcement career and at Spring Township Police Department.
Thanks for your insight while at PSU-Berks…you were one part of the “duo” (Bob) who made my ride-a-long at STPD in 1978 an eye opening experience and set my career path. I still recall your “wet behind the ears” comment and I smile today. So many fun times, good times, and work times…you often made the blues tolerable. Gruff, rough, yeah sometimes we all turned away, maybe with an OMG, but often with a smile. That was Steve! You will be missed.

I am so saddened by Steve”s passing. When I worked with him at FMTC, my day would be made if I could make him laugh. Luckily, Steve laughed easily. He enjoyed many things. He loved baseball and Barney, food and drink. He loved “pastime and good company.” He was more than a cheerful, friendly fellow, though. He always imagined himself to be the hero of his life story, not at all a bad thing as it held him to a set of values that included hard work, honesty, setting the crooked straight and protecting the ones in his care. All of which explains his career in law enforcement and security. I know I am not alone in appreciating what a loss his death is. (Ann, if you read this, please ready UNINTENDED CONSEQUENCES for publication.)
